Keith Hinkley, Plaquemines Parish President

Keith Hinkley, a longtime resident of Plaquemines Parish, is honored to serve as Parish President, bringing a deep understanding of the community’s needs, challenges, and strengths. With a strong commitment to public service,  President Hinkley has dedicated his leadership to improving infrastructure, enhancing coastal protection, expanding economic opportunities, and preserving the parish’s natural beauty. Under President Hinkley’s leadership, the administration is focused on repairing roads, levees, and antiquated water infrastructures to ensure reliability and resilience, particularly in times of emergency. By working closely with local, state, and federal agencies such as USACE, GOHSEP, and FEMA.  President Hinkley is committed to securing resources and implementing strategic solutions for long-term sustainability. In addition to infrastructure, President Hinkley prioritizes economic growth by supporting local businesses, attracting new industries, and investing in workforce development programs to create more job opportunities. Recognizing the importance of community engagement, President Hinkley fosters transparent communication and collaboration with residents to address concerns and build a brighter future. With a vision of resilience and progress, President Hinkley remains dedicated to strengthening Plaquemines Parish, ensuring it remains a thriving and prosperous community for generations to come.

President Hinkley reported that Plaquemines Parish relies on robust coastal restoration and levee protection to safe guard their unique community. Through multiple lines of defense, numerous projects have been implemented to enhance flood protection which includes $3.8B that has been spent on levees, floodwalls, pump stations, and other structures, $1.6B in dedicated to future projects, Grande Bayou Ridge & Marsh Restoration, Breton Land Bridge Marsh Creation, and Bid Mar Wetland Restoration. Some other projects Plaquemines has done is the Belle Chasse water treatment plant upgrade, Alliance Booster Station, and the Port Sulphur water treatment plant electrical upgrade. Upcoming projects include the mid-Barateria Diversion, Peters Road Bypass & Bridge, and the Belle Chasse Bridge.

President Hinkley created a business retention & expansion plan where the focus is to promote economic growth in Plaquemines Parish by supporting existing local businesses, encourages business retentions, expansion, job creation, and long-term economic stability.

Andrew Legrand, Spera Law Group, LLC and GNOEA President, thanked Past President Glenn Landrum, Magelland Group, LLC and presented him with a gift for serving as President from January – July 2025.

Past President, Glenn Landrum thanked Jacquie Bonano,  JB Communications, and Lola Lass, Adeeta Staffing, for serving on the Board from January 2024 – June 2025 and presented them with a certificate of appreciation.

Glenn Landrum announced: Jason Hernandez, Crescent Title as President Elect and Program Chairman for July – December 2025, Bill Dalton, Firefly Marketing and Chad Perrier, UDI as directors for the July 2025 to December 2026 term.
