During his tenure as a State Representative, Sheriff Lopinto served as the Chairman of the House Committee on the Administration of Criminal Justice. Sheriff Lopinto has been instrumental in educating his colleagues in the law enforcement community. He has been an instructor and mentor in the Jefferson Parish Sheriff’s Office Academy. He has also lectured at Louisiana Sheriffs’ Association events and among our many community group partnerships. Sheriff Lopinto’s professional endeavors include work with the Louisiana Sheriffs’ Association, the National Sheriffs’ Association, the Major County Sheriffs of America, the Gulf Coast HIDTA, the Louisiana Commission on Law Enforcement, and the Jefferson Parish Homeland Security Committee.
Sherriff Lopinto presented to the GNOEA on the Jefferson Parish Drone As First Responders program. Sherriff Lopinto stated that the system is designed to send a drone to certain emergency calls before deputies arrive, giving officers a live view of the scene and helping them decide how to respond. The drones are equipped with night vision, thermal imaging, AI-driven obstacle avoidance (navigating around buildings, power lines, and trees), red/blue flashing lights, and live video streaming integrated with Axon software for responding deputies.
The system uses rooftop docking stations so drones can launch remotely without a deputy having to drive to the location first. After a 911 cal is placed, trained personnel at the operations center can send a drone toward a call and stream video to help responding deputies assess the situation before they arrive. They can assist with locating suspects, monitoring a perimeter, and assessing potentially dangerous scenes. The drones have conducted over 6,000 flights, leading to more than 220 arrests, the recovery of 35 stolen vehicles, and 18 firearms seized.
